Rain And Order

I.
After much observation and analysis i've come to conclude that there is an inverse proportional relation between the qcpd and precipitation. To put it simpler, no rain, cops; rain, no cops. 
Yes, the police is the meteorological gauge PAGASA should look after. At least for the philcoa-diliman area.
Consequentially, it is the exploited and often harassed street vendors of philcoa that welcome the rain.
II. 
And there's this line from a poem by the other Lacaba: 
"Mabuti ang ulan sa palay sa patag pero hindi sa mais sa 
      kabundukan.
Ngunit tinatamad umakyat ang kaaway sa ating kanlungan kung
malakas ang ulan.
Tinitiis naman natin ang madulas na bato sa sapa; tulay na 
     tiniban;"
