tala: ang sumusunod ay komento ko sa UP's RGEP? Plain and Simple Idiocy (with apologies to idiots) ni jester-in-exile. Marapat lamang na basahin muna.

una, hindi ito (RGEP) redundant sapagkat, iba nga (sana) ang pagpapahalagang idinidiin. halimbawa, sa batayang kurso sa inggles nuong highschool, mas mabigat ang diin sa tamang pamamaraan ng pagsusulat. sa kom 1, (sana) mas binibigyang diin ang pagsusulat ng may kritikal na pagsusuri.

pangalawa, may mga GE subjects na hindi matatagpuan sa highschool o di kaya'y kulang ang pagpapakilala. hal. STS, walang ganitong subject nung highschool, kung meron mang kahalintulad, relatibong mas mababaw ang pagsusuring handog. hindi rin tampok sa sekondaryang edukasyon ang panlipunang siyensya/aralin. sa pagkakatanda ko, limitado lamang ang ibinabahagi sa ekonomiks at kasaysayan (pambansa, pandaigdig). maging ang humanidades ay limitado sa sa noli, fili etc. hindi pa pinapakilala samin nun si r. tolentino at i. cruz. ewan lang sa ibang highschool.

pangatlo, palagay ko'y kailangan ituro ang ilang batayang kurso tulad ng math at reading comprehension (hum 1 at 2?) dahil pre-rekisito ito sa mga abanteng subjects na may kahingian sa mga 'skills' na binibigay sa 'basic' courses. bihira ang nakakaintindi ng mas malalalim na konsepto ng hindi dumadaan sa mas simple ideya. eh bakit di pa ito binigay nung highschool? tingin ko'y, una dahil sa mas konserbatibo ang pangkalahatang oryentasyon ng sekondaryang edukasyon. pangalawa, maaaring ibinigay ngunit kulang nga ang diin at lalim na ibibigay dito.

bukod dito, hindi lahat ng pumapasa ng up may sapat na karunungan sa lahat ng basic subject. pero bakit sila pumapasa? di ba dapat itaas ang kaledad ng edukasyon sa unibesidad? sa pagkakaalam ko, hindi pa talaga 'screening' ang ginagamit ng unibersidad, kundi'y percentile ranking. ibig sabihin, halimbawa, ang isang nangangahas na maging political science major ay maaaring makapasok pa rin, kahit mahina sya sa math, basta mahatak ito ng iba pang salik sa upcat tulad ng reading comprehension. masasabing kahit palyado, kinikilala (malay man o hindi, palagay ko'y hindi) sa upcat na maraming dimensyon ang karunungan.

mas makabubuti siguro kung magbibigay ka ng mas ispesipikong listahan ng mga GE na tingin mo'y dapat matanggal. maganda rin ilakip ang ispesipikong rason kung bakit sila dapat tanggalin. sang-ayon ako pangkabuuang pagrerepaso ng REGP na iyong ipinapanukala, ngunit kelangan nating kilalanin ang magkakaibang konteksto't katangian ng bawat GE subjects.

natuwa rin pala ako sa pagbubukas mo ng historikal na pagsusuri. tingin ko'y magandang anggulo ito.

Pelikula't Akademya: Praxis

Sa sanaysay na ‘Pelikula bilang Mapagpalayang Sining’ sa librong ‘Writing the Nation/ Pag-akda ng Bansa,’ iginiit ni Prop. Bienvenido Lumbera, Pambansang Alagad ng Sining at kilalang manunuri ng kulturang Pilipino, ang pulitikal na katangian ng pelikula. Aniya, mapagpasya ang namumuhunan pagdating sa kalalabasan ng pelikula. Dagdag pa niya, ang mga pagpapahalagang nakaukit sa pelikula, “kundi man tuwirang nanggagaling sa prodyuser, ay may pahintulot nito.”

Ang pagpapahalagang inukit o pinahihintulutang iukit sa pelikula ay yaong pabor sa interes ng namumuhunan. Samakatuwid, hindi sa pagpapalaya o di kaya’y pagpapaunlad ng kamalayang panlipunan ang diin ng pelikula. Bagkus, ito ay nakatuon sa kita, o kung tataluntunin ang balangkas ni Louis Althusser, Marxistang Pranses, sa ‘reproduksyon ng kondisyon sa produksyon.’ Ibig sabihin, ang mga pagpapahalaga at ideya sa mga pelikula ay nagpapanatili sa namamayaning kaayusan.

Sa kabila ng ganitong oryentasyon ng industriya ng pelikula, may binabanggit si Lumbera na pelikulang mapagpalaya. Aniya, mapagpalaya ang pelikula kung ito ay nagsisilbing daluyan ng mga mapagpalayang ideya, kundi man ay bumabalikwas sa namamayaning kaayusan sa lipunan. Halimbawa na lamang ang ‘Maynila sa mga Kuko ng Liwanag’ (direksyon ni Lino Brocka) na nagpapakita sa tunay na kalagayan ng Maynila sa panahong ipinagpipilitan ng dating Unang Ginang Imelda Marcos na ‘the true, the good and the beautiful’ lamang ang dapat lamnin ng mga pelikulang Pilipino. Kaiba sa mga pelikulang nais magpamanhid sa panlipunang kamalayan ng mga manonood nito, naglalayong magmulat sa mga panlipunang diskurso ang mga mapagpalayang pelikula.

Malayu-layo na rin ang narating ng ganitong uri ng pelikula, ayon kay Lumbera. Sa ‘Philippine Cinema: A Brief History’ indirekta niyang tinukoy ang akademya bilang pangunahing tagapag-ambag sa pag-unlad nito. Aniya, hindi pa sa teknikal na aspeto ng paggawa ng pelikula mababanaag ang ambag ng akademya sa industriya ng pelikula. Ang pangunahing impluwensya umano ng akademya sa larangan ng pelikula ay sa ‘pagpapaangat ng kakanyahan… sa paggawa at pagsusuri ng pelikula.’ Naisasakatuparan ito sa pagbabahagi ng akademya ng mga ‘pamantayang magagamit sa pamimili o di-kaya’y paggawa ng mahusay o kapaki-pakinabang na panoorin.’

Kinikilala at sinasandigan ng pag-aaral ang pahayag ni Lumbera hinggil sa halaga ng akademya sa industriya ng pelikula. Ang akademya, partikular ang Unibersidad ng Pilipinas, ang isa sa posibleng lunsaran ng mga konsepto at ideyang mapagpalaya dahil na rin sa hindi pa ito gaanong natatali sa layaw ng mga namumuhunan. Malaya itong nakapaglulunsad ng mga aktibidad at proyekto ng hindi nililimitahan ng layaw ng nagmamay-ari ng Unibersidad dahil walang indibidwal o grupo na nagmamay-ari dito. Samakatuwid hindi ito natatali sa interes ng iilan.

Ibig sabihin nito’y may kalayaan ang mga estudyante na gawin ang nais nilang pelikula nang hindi dinidiktahan ng nais ng mamumuhunan. Kung gayun, ‘malaya’ ang estudyante na magpasok ng mga pagpapahalaga at ideyang tumutunggali sa namamayaning kaayusan. Sa kabila ng ‘kalayaang’ gumawa ng nais na pelikula, ang limitasyon sa pinansya ang isa sa pangunahing problemang kinakaharap ng mga pelikulang hindi tumatanggap ng pondo mula sa malalaking mamumuhunan. Sa kabila ng limitasyong nabanggit, naipamalas ng UP Baguio ang kakanyahan ng mga estudyante nitong maglunsad ng independent film festival. Katunayan na nilahukan ng mga estudyante mula sa Departamento ng Komunikasyon, Kolehiyo ng Sining at Komunikasyon.

Naaayon naman ang ganitong paggawa ng pelikula sa oryentasyon ng UP bilang isang institusyong pang-edukasyon na ayon kina Maria Luisa Doronilla at Ledivina Cariño, pangkalahatang patnugot ng ‘The Meaning of UP Education,’ ay tungo sa pagsisilbi sa sambayanang Pilipino. Ang ‘The Meaning of UP Education’ ay pag-aaral hinggil sa bisa (impact) ng edukasyon ng Unibersidad.

Ayon kina Doronilla, ang edukasyon ay “nagbibigay diin sa ilang partikular na aspeto ng reyalidad.” May di-pagbabanggit (non-utterance) na nagaganap dahil hindi posibleng masaklaw ang pangkalahatang “reyalidad.” Samakatuwid, nahuhubog ang nosyon ng estudyante sa reyalidad batay sa binibigyang diin na aspeto nito. Halimbawa, kung ang binibigyang diin na teorya hinggil sa komunikasyon ay yaong tinitingnan ito bilang proseso malamang ito ang tatatak sa isipan ng mag-aaral nito. Sa pagbibigay diin at pagsasantabi ay masasalat ang linyadoing katangian ng edukasyon.

Bukod sa pagbibigay diin/pagsasantabi, malaki rin daw ang ambag ng edukasyon sa pagbasa ng estudyante sa reyalidad. Kaugnay ng asersyon nina Doronilla ang depinisyon ni Althusser ng ideolohiya. Aniya, ang ideolohiya ay “representasyon ng likhang isip (imaginary) na relasyon ng indibidwal sa kaniyang materyal na kundisyon, relasyon sa produksyon at relasyong pang-uri (class relations). Bukod dito, ang ideolohiya ay may materyal na manipestasyon, samakatuwid, materyalidad. Ayon pa kay Althusser, maaaring basahin ang ideolohiya ng isang suheto sa pamamagitan ng pagsusuri sa materyalidad ng kanyang ideolohiya.

Tulad ni Althusser, pinapasinungalingan din ng mga pahayag ni Doronilla ang nosyon na ang akademya, lalo na ang UP, bilang institusyong walang pinapanigan. Malaki ang papel nito sa paghubog ng kamalayan ng indibidwal na napapaloob dito. Makapangyarihan ang edukasyon dahil sa kakayahan nitong humubog ng indibidwal na maaari maging ahente ng transpormasyong panlipunan o pagpapanatili ng kaayusan nito.

Lumabas din sa pangkalahatang ebalwasyon ng mga roundtable discussions (RD) sa ‘The Meaning of UP Education’ ang tensyon sa pagitan ng mga kurso na theory-oriented at kurso na application oriente. Ang una ay tumutukoy sa mga kursong may diin sa teoretikal o batayang konsepto ng disiplinang kinabibilangan, samantalang pagpapaunlad ng kakayahan at aplikasyon ng teorya naman ang diin ng huli.

Nagkaisa ang iba’t-ibang kolehiyo, maging ang UP Integrated School sa UP Diliman, na kasama sa pag-aaral na importante ang teoretikal na pundasyon, kung kaya’t kailangan ng diin dito. Sa kabila nito, kailangan din na tugunan ang mga kasanayan na hinihingi sa merkado.

Ayon kay Doronilla importante ang praxis dahil na rin sa posisyon ng Unibersidad sa lipunan. Ganito pinahalagahan ni Doronilla ang praxis:

Research and extension service, when closely linked with curriculum and instruction, are important to this process of integration: the former to link theory-building in the disciplines to the empirical local situations; the latter to use theoretical knowledge to understandand and contribute to the improvement of local conditions.

Idiniin din ni Murray Bartlett, unang presidente ng UP ang halaga ng praxis. Ayon sa kanya, “Research without application is expensive luxury, but application without research is folly…” Sa madaling salita, walang saysay ang teorya kung hindi ito maisasapraktika, at wala ring saysay ang praktika kung hindi ito ginagabayan ng akmang teorya.

Ipinanukala din sa pag-aaral ang pangangailangan sa regular na pagpuna sa kurikula upang ma-iakma sa pangangailangan ng panahon. Nagpasa naman ng rekomendasyon ang ilang kolehiyong kasama sa pag-aaral na isama ang mga isyung panlipunan sa mga kurso, para naman tugunan ang nakitang pagbaba sa antas ng kamalayang panlipunan sa mga estudyante ng Unibersidad.

Importante ang regular na ebalwasyon, lalo na sa edukasyon na isa sa pangunahing sektor ng lipunan. Napapanahon na rin upang siyasatin ang epekto ng edukasyong natatanggap mula sa Departamento ng Komunikasyon dahil na rin sa ambag nito sa larangan ng Komunikasyon, lalo na at isa ito sa bukal ng mga posibleng mamamahayag, manunulat at manlilikha ng pelikula.

And "Edukasyon para sa lahat hindi lang sa mayayaman" greeted UP hopefuls today as they took UPCAT. (The former statement probably referring to UP's tuition and other fee increase.)

Claimed by Pambansang Grupo ng mga Mural na Artevista (ironically acronymed PGMA), the graffiti hinted of the situation of UP, and education at large. UP's admin said that if found out, members of PGMA could face suspension. (Why not suspend PGMA, instead?). Read more here.

UP: Ang Galing Mo! (O Kung Paano Malunod Sa Kalahating Basong Tubig)

"Ang UP Centennial ay nagbibigay-diin sa branding ng UP. Ang branding ay isang naratibong kayang bumenta nang higit sa aktwal na halaga. Ang Mercedes Benz ay luxury car. Ang Coke ay the real thing. Just do it ang Nike. Love ko ito ang McDonald. Langhap sarap ang Jollibee. Kaya nga willing tayong magbayad nang lampas sa aktwal na halaga dahil napapaniwala tayo sa inilalakong kwento ng mga produkto."

Bago pa man rin makapasok, kinokondisyun na tayu ng mga mito nito. Kaya naman bumebenta ang mga UPCAT review centers tuwing summer. At syempre, andyan din ang makitid na kaisipang "UP or Others."

Sa mga mapalad, tuloy ang interpelasyun ng kamalayan. Unang araw pa lamang, kinukundisyun na sila ng UP Naming Mahal. At ang materyalidad nito - mga t-shirt na "UP ako, Ikaw?" at ang islogang "UP ang galing mo." Panu kung may sumagot na, Hende, oxford, o di kaya'y may nagtanung ng "saan?"

At aalingaw-ngaw ang "Matatapang! Matatalino!" (Na hindi naman palagi, at lalong hindi para sa lahat. ) Homogenising ang chant. UP, Matatapang, Matatalino. (Pero teka, di ba sa UP School of Economics galing si Arroyo?) Kelangan patatagin ang brand. Aggressive marketing ang istratehiya. At nalasing na nga tayo sa salitang premyado.

Sa paulit-ulit na pag-ulit sa islogan ay napapaniwalang tayong totoo nga ito. Na ito ay banal na karapatan mula sa itaas, na tayu nga ang piling mapalad. Na tayo'y di lamang organic intellectual (meron na bang nahukay?), bagkus ay natural din ang ating bangis.
At tulad ng UP Naming Mahal - isang laksang retorika, isa't kalahating kilong katarantaduhan.

Napapaniwala tayo ng mito, na na(gi)ging totoo dahil sa paniniwala natin dito.

Pahayag ng CONTEND* hinggil sa 2008 UP Charter

The 2008 UP Charter: Forging the Transition from the Premier State University to a Privately Run Corporate Enterprise Driven by the Search for Profit

From State to National University

The first thing which would probably strike a casual reader of the "Centennial Charter" (RA 9500) is the replacement of the conventional label of "state university" by the term "national university." The current nomenclature rests on the crucial distinction between Private Higher Educational Institutions (PHEIs) and State Universities and Colleges (SUCs). Indeed, the yearly General Appropriations Act (GAA) only mentions SUCs as recipients of government subsidy. The studious elimination of all mention of the term "state university" in the Charter sends a message that this distinction no longer holds for the University of the Philippines . This suspicion is confirmed by the contents of the Charter itself.

UP and the Rise of a New Managerial Stratum


One salient characteristic of the Charter is the creation of a managerial stratum distinct from the existing governance structures of the University. The UP President, aside from being referred to as the "chief academic officer," is also labelled in the text of the Charter as the Chief Executive Officer (CEO), which means no less than that she/he shall henceforth serve as the highest ranking officer of the corporate entity which is the "national university." Since the President shall be appointed in this capacity as the head of a corporation and since good CEOs don't come cheap, she/he shall also receive a salary befitting a CEO. In 2007, CEOs in the Philippines received an average base salary of $44,496 and $51,519 in annual cash or PhP4, 271,899 or PhP355, 991 a month (www.mercer.com). Bear in mind that this is only the average. The Charter consequently states that the Board shall deem it within its powers to "determine the compensation of the President of the University" (Sec. 14). Despite the efforts of the promoters of the Charter to allow the UP President to have an unprecedented two terms, this proposal was eventually withdrawn because of strong opposition. Quite disturbing, however, is the fact that the Chancellor of each constituent unit will not only receive an unspecified amount to be determined by the Board but will also serve an unspecified term likewise to be determined by the Board (Sec. 18: "The Board shall determine [both] the term and compensation of the Chancellor") .

Combining managerial and governance roles, the President shall serve simultaneously as the co-Chairperson of the Board of Regents (with the Chairperson of the Commission on Higher Education (CHED)) and as the Chairperson of an Independent Trust Committee (ITC) to be made up of representatives nominated by the following private entities explicitly specified by the Charter: Bankers Association of the Philippines (BAP), Investment Houses Association of the Philippines (IHAP), Trust Officers Association of the Philippines (TOAP) and the Financial Executive Institute of the Philippines (FINEX). Furthermore, in case of two failed biddings these same private entities shall nominate representatives which shall make up the majority of a "third-party body" tasked with making a "fairness opinion report" (Sec. 23). The individuals making up the ITC and the "third-party body" shall be "entitled to a reasonable per diem as the Board may specify" (Sec. 23 & 24). Some information about these private entities is in order. The BAP was founded in 1964 and aims to provide "a necessary avenue for member banks to raise and discuss issues that affect the commercial banking industry." It counts among its members, 40 commercial banking institutions covering 26 local banks and 14 foreign bank branches (http://www.bap. org.ph/). The IHAP was founded in 1974 and its current membership consists of "fifty-five (55) member houses, which include the top players in the investment banking industry" (http://www.ihap. org/). Established in 1964, the TOAP's aim is to unite, professionalize and promote the Philippine Trust and Investment Management Industry http://www.toap. org.ph/). Lastly, the FINEX, founded in 1968 is said to be an "organization (which) is devoted to the continuing development and improvement of financial management techniques and the promotion of efficiency in business enterprises" (http://www.finex. org.ph/).

There is no good reason why these entities should have their names inscribed in such a solemn document such as the UP Charter. These are plainly transitory private entities which do not sit well in a national public document drawn up with claims to perenniality such as the UP Charter. They could always be hired if and when consultants are needed and paid their "reasonable compensation. " As it is, they could just fold up in a couple of years and leave embarrassing blank spaces on the Charter. This is almost equivalent to putting the names of private businesses in the Philippine Constitution. Being in the UP Charter lends these private entities more prestige than they are worth.

The function of the ITC, befitting its "independent" nature, is to recommend to the Board five banks aside from providing the "Board with direction on appropriate investment objectives and permissible investments with the view to preserving the value of the funds while allowing the University to earn a reasonable return thereon" (Sec. 24). Emphasis should be placed on the words "appropriate" and "permissible" in the above sentence in order to stress the actual managerial power of the ITC. These individuals, the President, the Chancellor, and these representatives from the BAP, IHAP, TOAP and FINEX shall henceforth constitute a distinct stratum of managerial technocrats whose "compensations" and privileges shall be at a qualitatively differently level than the ordinary faculty, REPS and administrative personnel making up the university community. It seems that such gains as the Staff Regent who shall represent the administrative personnel and the research, extension and professional staff was conceded by the framers of the Charter with the foresight that the BOR itself shall eventually no longer carry much weight in the scheme of things to come.

UP as a Commercial Area with an “Academic Core Zone”


The scope of the income generating activities which these individuals shall plan and undertake shall only be limited by the size of what is termed in the Charter as the "academic core zone." According to Section 22 of the Charter, "The Board may plan, design, approve and/or cause the implementation of land leases: Provided, that such mechanisms and arrangements shall … be exclusive of the academic core zone of the campuses of the University of the Philippines ." The whole territory of the University lying outside of this so-called "academic core zone," which is as of yet unspecified, is therefore declared as a commercial zone. Furthermore, lands donated to the University from hereon may simply be sold if the terms of donation allow for it.

Profiting from the Pursuit of Truth


It is hard to see, given the power enshrined in the new Charter which now gives private business interests a preponderant role in shaping the future of the University, how such half-hearted provisos in the Charter itself, such as one stating that "such mechanisms and arrangements shall not conflict with the academic mission of the national university" or that "any plan to generate revenues and other sources from land grants and other real properties entrusted to the national university shall be consistent with the academic mission and orientation of the national university as well as protect it from undue influence and control of commercial interests" (Sec. 22) can realistically be adhered to. Instead of protecting it, the Charter actually renders the University extremely vulnerable to the "undue influence and control of commercial interests" as never before. For example, Sec. 3 on the "Purpose of the University," states that the University is "a community of scholars dedicated to the search for truth and knowledge." However Sec. 13 specifies without irony "that research and other activities funded by the University shall likewise undertake research in fields of topics that have promising commercial applications. " ("Likewise" here means "also" and cannot be read as meaning "optional.") The message is clear: the scholars of the University shall be dedicated to the "search for truth and knowledge" only as long as these have "promising commercial applications. "

The Price of Higher Wages


The thoroughgoing commercialization of the campus and of the research and academic mission of the University together with projected substantial tuition fee increases are being sold to the faculty with the promise of higher salaries. This is the proverbial carrot. Indeed, Sec. 13 states that "any law to the contrary notwithstanding, to fix and adjust salaries and benefits of the faculty members and other employees: Provided, That salaries and other benefits of the faculty shall be equivalent to those being received by their counterparts in the private sector." Aside from the fact that a great part of these promised higher wages shall come from rising tuition fees and rampant commercialization, it is also more than likely that these salary increases shall come at the cost of undermining existing rights to tenure in the longer term and lead to a rising percentage of part-time and full-time non-tenure track teaching staff. This is already a problem in the US where according to the American Association of University Professors (AAUP), 68 percent of all university and college level teaching personnel comprise these so-called "contingent faculty," thus seriously undermining academic freedom, academic quality and professional standards (www.aaup.org).

This Charter marks the next 100 years of UP. What has been dangled to clinch faculty support—exemption from the SSL and salaries competitive with the private sector—is neither forthcoming nor will it be within the range of the compensation package of the UP President as CEO. This Charter legitimizes the neo-liberal turn to greater commercialization, privatization, and deregulation of UP and of higher education in general.

A Charter Against the University of the People


This blatantly neo-liberal charter accepts the conventional and deadly wisdom of aspiring to be "globally competitive" at the cost of erasing all traces of the University of the People. It accepts the assumption that the government cannot and will not provide a sufficient budget for UP. Its main direction is to forge the transition from being a service-oriented public entity towards being a privately run corporate enterprise with its own CEO and an independent trust committee driven primarily, if not solely, by the search for profit. This Charter is nothing but the tragedy of the UP Centennial.

As the UP administration advances its neo-liberal agenda in the transformation of higher education, CONTEND calls on the various sectors of the university to be militant and continue to struggle for a UP which may be called an exemplary university of the people.

Education is not a commodity!

Sirit na!

I already started with U Eliserio's second published book, Di Lang Anghel ("finish" with Sa Mga Suso ng Liwanag). The introduction promised of Gaiman influence. Am not really fond of Gaiman, but I think we're in the same page when it comes to ethics and human (/cosmic?) behavior. The complexity of behavior dressed in simple "anti-social" acts.

It was getting to be an interesting read, however, sleep demanded its turn. Anghel requires active reading (much like Prof. Lumbera's endorsed "reading" of a movie). Stubbornly persevering through the pages would only be folly.

I did that with Suso and look where it got me. I still couldn't figure out who killed Sando.
Unless some angel bring light to the mystery, looks like I have to re-read Suso.


By the way, I bought my copy of Di Lang Anghel from a used book shop behind Palma Hall. I envy the manong there (forgot his name). The way he recommends books, it's as if he's read every last one of them. And I mean read. He even measures/gauges/probes your preferences to give appropriate recommendations.

Their pricing is relatively manageable. More importantly, the books (most of them, anyway) sold there are in good condition. I just wish they get their hands on more Filipino books.
